Public pilots and experiments

Public pilots and experiments use formal evaluation methods, and in some cases controls. Classic pilots freeze a model for a period of time, and then measure its impact, sometimes in a number of different locations. Pilots are widely used – but can be too slow to cope with political and other pressures; and they may restrict evolution and learning because of the need to freeze the model to allow for formal evaluation.
