Specialist innovation units, including cross-cutting teams with integrated strategy boards with 50% outsiders, such as the Social Exclusion Unit (now Social Exclusion Task Force) and the Rough Sleepers Unit which implemented an innovative set of policies which cut sleeping on the streets by over 70%.
